Transmission"  には以下のようにあります:

　こうした考え方からすると、" unmoderated"  をエラー扱いに
してしまうのは如何なものだろうと、個人的には思う次第です。
signcontrolの中身を承知しているわけではないですし、
単なる手抜き的処理なのか、作者のpolicyとして
" moderated" 以外のsecond argumentをinvalidなものと
看做しているのかどうかも判りかねますけれど。
