JIS にはなっていませんが,　" ISO2375-1985(third edition) Procedure for
registration of escape sequences"  がISO2022 のいう F(final byte) の
わりあてを規定しています.

これによるとRegistration authority (現在はジュネーブにあるECMA) がfinal
byte の登録申請を受け,　審査のうえ final byte をわりあてます.
これは Registration authority が管理する登録簿に記入されます.
(The registration authority shall maintain a register of the meanings 
assigned to escape sequences. The contents of this register shall be
available upon request to ISO member bodies, to liaison organizations
of ISO and to any interested party.) というわけで,　ほしいといえば
くれるわけですが,　(The registration shall maintain an up-dated list
of the owners of the International Reigister. New registrations
and any other pertinent communication concerning the register shall be
sent to all persons on this list.) で owner には送られてきます.
日本では,　私(ISO/IEC JTC1/SC2 の国内委員会委員長)と同幹事がownerになって
いて,　数カ月に一度送られてきます.　情報処理学会の規格調査会にも保存して
あるはずです.

いま厚さ5cm程あり,　この内容はとてもここに書けませんが,　まもなくJIS X 0202
が改訂になるので(本年中),　最新情報はその付録にでもつけられるでしょう.　
(いまのJIS X 0202にある程度ですが..)
